4th & 20 @ B-35... first possession of the first extra period. Team A's field goal is short and slowly rolls toward the end zone. A98 picks up the ball at the B-5 and carries it across the goal line. While the ball is loose during the kick, B77 is flagged for an illegal low block at the B-5.
A. TD... foul is declined by rule.
B. TD... enforce the foul on the try.
C. TD... enforce the foul on the next possession in extra periods.
D. B or C is correct.
E. A, 1/10 @ B-20.

I guess the low block occurs before A98 picks up the ball? And what does "C or D is correct" mean when that option is D?

Here's my take,
As I see it - this is an untouched kick beyond the Neutral Zone, so the ball becomes dead when A98 recovers the ball at the B5 (6-3-2-a). This is an illegal touching violation, normally Team B have the privilege of taking possession of the ball at the B5 however there's a penalty on the play, if the penalty is accepted Team B lose this privilege (6-3-2-b).
If the penalty is declined, B get the ball, so obviously A will accept the penalty. Normally this foul would be enforced as a PSK foul. However this play takes place during an extra period, so PSK doesn't apply (10-2-3-b-1). On a Kick play the only other enforcement spot is the previous spot (10-2-2-d-4-a). So B35 minus 15 takes us to the B20, the penalty includes and automatic first down. So A Ball - 1st & 10 at B20 - so answer E.
