4th & 12 @ B-49. Team A's punt is untouched beyond the neutral zone when A88 from the field of play reaches across the goal line and bats the ball back into the field of play where it goes out-of-bounds at the B-4. Team A is flagged for an illegal formation.
A. A, 4/17 @ A-46.
B. B, 1/10 @ B-25.
C. B, 1/10 @ B-20.
D. B, 1/10 @ B-9.

Here's what I think. Ignoring the penalty. This is a bat in the end zone, which is normally illegal, but 6-3-11 makes this a special case and states that this is a violation not a foul. So the criteria for 6-3-2 apply. If there was no penalty then this would be 1st & 10 for Team B at the B 20. However there's a penalty on the play, if the penalty is accepted the privilege of taking the ball at the spot of the illegal touch is cancelled. Fouls by the Kicking team can either be enforced from the previous spot or from where the subsequent dead ball belongs to Team B. If the penalty is accepted this spot is the B4. So Team B has 3 options: - Decline the Penalty and take a Touchback - B's Ball - 1st & 10 at B20
- Accept the Penalty and tack the penalty on from the B4 - B's Ball - 1st & 10 at B9
- Accept the Penalty and have Team A repeat 4th down from A46 - A's Ball - 4th & 17 at A46
Common sense suggest that we'll only offer Team B the First and Last option. It's likely they'll take the first option, but it's possible that they may want A to repeat 4th down (For example A may be kicking into a strong headwind and have got lucky on this play or some other factor may affect a coaches decision).
