Replay… Replay was approved and used during the 2015 tournament in Canton, Ohio. We do not believe it will be used for this tournament. Targeting calls will be reviewed in a post-game setting to confirm or reverse the call and subsequent consequence. This review will be conducted by the officiating supervisor and IFAF representatives.
Crew of 8… Use of a Center Judge (CJ) We are using an eighth official for these tournament games. We have at least two staff members with CJ experience. We will use selected staff members interested in the position. Interested staff members should let us know their intent and experiences with this position and mechanic. Training videos and mechanic situations will be published for your viewing.
Alternating Sideline… HL/SJ & LJ/FJ During the first half of each game the HL/SJ will work the press box side of the field with the LJ/FJ opposite the press box on the “chain” side of the field. With the exception of measurements, the duties and mechanics for the officials will remain the same. Officials during the pre-game time on the field should introduce themselves to both head coaches and find out who the “get-back coach” is for both teams. This mechanic has proven to be a successful benefit in improving internal crew communications and communications between the officials, coaches, players, chain crew and ball persons.

Bill - I'm not quite clear will the Chains (& Chain Crew) swap sideline as well at Half-time? I'm assuming we won't have alternate Down Box and Line to Gain

Good question... The chains, box and chain crews will stay on the sideline opposite the press box... only the sideline officials flip sides... HL, LJ, SJ, FJ. Not sure we will alternate down box or line to gain.

In a communication with Ken Li, they are trying to have installed the 25/40 play clock but due to the cost of $20K this might not happen so our BJs will be responsible for the 25/40 play clock. Ken is seeing if his tech people can wire up something... I informed him it has to be at both EZ areas, not just one. We'll talk more about that when we get to Harbin.

Bill, I'm interested in CJ (if spots are available). I did 3 games in the Australian national tournament some weeks ago and one in the State Grand Final. I've found that each game I felt more comfortable with the position.

Just a thought: could it be possible to rent/borrow the equipment from Kuwait? During last WJC Kuwait got brand new time management equipment.

Crew of 8… Use of a Center Judge (CJ)We are using an eighth official for these tournament games. I did my first game at CJ over the weekend. It was quite a learning experience. I was fortunate that I was alongside an Elite (British Top Level) official at Referee and the Umpire, while not Elite was still reasonably good. I found that in the first quarter, U & I occasionally ended up nearly duplicating each other or both thinking the other would do something. Once we started to find our feet it got a bit easier to work out what each one of us would do. I think that had the Umpire been slower on his feet or less mentally alert I think we would've struggled. The advantage we found was the speed at which we could get a new ball ready for play. It was a Premier League game and one team ran a high tempo no huddle offence, but we were still able to consistently have a ball ready for play without the offence having to wait. I don't think my 1 game at CJ - counts me as experienced, however I'd nevertheless be interested in any training material or discussion so that next time I'm at CJ (or am working alongside a CJ), I've got more knowledge. I have no experience in 8 man crew, and would ask if anyone has training material or videos about the mechanics. How should the CJ, U and R work together? Many thanks in advance!

Thanks for sharing the videos with us Bill. It gives us a great opportunity to get an impression of the position. Even though I've read about the position, still never experienced it real-life. However, I think we have to talk more about basics and effect on the entire crew, as some plays have caused some confusion, such as 1) who is CJ keying prior to the snap. Right side of the line, RBs, QB? Some clips have shown CJ action calling left side when QB was right handed 2) after the kick-off where does he move and what about U and B 3) what is main responsibility after the snap: I've seen CJ calling OH on initial block by the TE (that should be keyed by B?) or calling hold on C together with U. Seems to me like wasting precious resources. 4) should CJ call actions against Kicker, what if R disagrees (shared responsibilities require clarification). 5) dead ball officiating, ball-relay and spotting the ball in certain situation (and many more questions)
I'm really exited to work in 8-men. Extra pair of eyes can be life saving. I appreciate if guys who worked the position already or have experience with the position provide a "101 on CJ" at the beginning of the tournament.

Bill thanks for the CJ info...I've continued at this section as it's mechanical questions I have... Stating probably the obvious but we're going with the IFAF mechanics?!? The first difference I've noticed on Free kicks that the CCA mech. has the U at the K restraining line and the IFAF mech. has the CJ at that position. Do you want to iron out those (minor) differences here during our pregame meetings??
